What is Truth?

All objective verification activity starts with a matched set of forecasts and observations. By "matched", we mean that the forecast and observation are both valid at the same time and location. The observation data is used to represent "the truth", what actually happened. Whether you are a user or a practitioner of verification, it is necessary to consider the many ways in which "truth" can be defined and what impact this may have on the verification results.
