The Programme Responsible Member is the Finnish Meteorological Institute (FMI) and the Programme Manager Ms. Carola Sundius. Eumetcal also has a full-time Training Support Officer situated at the FMI.

The activities of the project are managed by a Steering Group composing of 11 members including the chairman and the secretary. The Eumetcal Advisory Board comprises of participating nationalities and meets once a year to give recommendations to the Steering Group.

The Program is a part of EUMETNET and additional funding is provided by the EUMETSAT. The participation fee to this EUMETNET optional programme is based on the GDP of each participating country. The EUMETNET Council will approve new applicants and decide the future of the project in its meetings.
