1. FMI selected as the Responsible Member of Eumetcal from 1/7/2007 to 30/6/2012

The EUMETNET Training Programme, Eumetcal, is managed by a member institution chosen following a call for proposals within the network. The Finnish Meteorological Institute (FMI) has been managing the programme since its beginning, and also submitted a proposal for the next programme phase of Eumetcal confirmed in the previous EUMETNET council meeting in September.

On 6 December the EUMETNET Council chose FMI as the Responsible Member of Eumetcal also for the following programme phase from 1 July 2007 to 30 June 2012. The programme management team will continue with the current staff, Mrs. Carola Sundius will continue as Programme Manager and Mr. Jaakko Karppanen as the Training Support Officer. We look forward to working with you all for at least another five years!

2. Call to participate in the Eumetcal Learning Solutions Working Group

In the Eumetcal Advisory Board meeting held in Langen in August it was agreed that in order to keep up to date with the current rapid development of e-learning solutions a group of dedicated experts should be formed. This Working Group will explore and test the scope of Learning Management Systems, video conferencing solutions, Learning Object Repositories, etc. with the aim to be able to assist member NMSs in the development and utilisation of the most recent e-learning technologies.

This group may receive funding from the Eumetcal programme in a later date, but for the time being this group will act on a voluntary basis. If you are interested in the opportunities that modern computing offers for training, please join this working group in the following address:

3. Eumetcal Aviation Course from 5 February to 30 March 2007

The first ever Eumetcal blended learning course will take place in early 2007 in two phases: a distance learning period with weekly online sessions between the students and trainers from 5 February to 23 March 2007 and a week of face-to-face learning in Toulouse from 26 to 30 March 2007. The course topic is aviation meteorology and the course is delivered by Météo-France.

The course received nearly 30 applications from 15 different institutions. The final selection of candidates will be made before Christmas. The course size is limited to 15 participants due to the distance learning phase and its implications on trainers and communications networks.

4. Workshop and Advisory Board 2007 to be held in Reading, hosted by the ECMWF

The third Eumetcal Workshop and Eumetcal Advisory Board Meeting will be held from 29 to 31 August 2007 in Reading, UK. The workshop will be hosted by the European Centre for Medium-Range Weather Forecasts (ECMWF). The proximity of leading experts in numerical weather prediction (NWP) will greatly enhance NWP training activities in Eumetcal and will hopefully result in fruitful collaboration between training experts.

The Eumetcal Advisory Board meeting will be a half-day meeting at the end of the workshop. The Advisory Board is composed of workshop participants and designed to bring ideas and user input to the programme management team and Steering Group. It is your chance to discuss Eumetcal issues and present your views on our activities!

On the day prior to the workshop and Advisory Board meeting, the Themed Resource Working Groups (TRWG) hold their own meetings at a reserved location at the ECMWF facilities. You will receive more information on the working groups in future newsletters.

The aim of the Eumetcal workshop is to bring trainers, training managers and other meteorological staff dealing with training issues under the same roof to discuss and share ides about current and evolving training techniques and to give the Eumetcal programme management important feedback on desired training resources.

5. Your resources and needs for radar meteorology - speak up!

Eumetcal Working Group Radar (WGR) was established in 2005. WGR is an open Working Group to anybody involved in training of radar meteorology. Elena Saltikoff from the Finnish Meteorological Institute is the present Chairman of WGR (formerly Jarmo Koistinen) and Wilfried Jacobs from the Deutscher Wetterdienst (DWD) is the Content Manager of the radar material in the EUMETCAL Library.

To understand your needs and existing resources, we have opened two questionnaires in the web. Please take a few minutes to fill out the web questionnaires (7 and 4 questions, easy):

First one helps us to understand the needs of different institutes. The second one helps us to locate the gaps - where to put future development efforts. Please take some minutes and fill the forms. We wait for your reply until Christmas. Note that your response will not be interpreted as a commitment to the work but just shows your interest and wish to hear more of this effort.

The goal of this phase of the project is to create a syllabus: a list of contents of a training course in Radar meteorology for forecasters. It is hoped that such a syllabus might finally contain e.g. your training materials. Note: this is not about academic studies, this is not about too deep radar technology - this is teaching the people who look at radar images and write weather forecasts. As typically each institute gives training in their national language, most valuable shared materials will probably be images, graphs, animations and quizzes.
